Policy scenario planning for a high-stakes oncology launch across the US and EU4+UK

Challenge

A major biopharma company was preparing to re-enter the oncology market with a novel combination therapy after several years of absence. Beyond the well-known access hurdles for combination treatments, new uncertainties emerged from evolving price-referencing links between the US and Europe and parallel healthcare reforms within the EU4 and the UK. These shifts challenged pricing assumptions and access feasibility across markets.

Approach

Building on experience from comparable policy programs, the work focused on creating transparency around emerging legislation and its commercial implications. Policy scenarios were mapped and assessed for likelihood and strategic relevance, then translated into concrete response options for pricing, access, and policy engagement, challenging and refining existing assumptions.
